Meerut College, Uttar Pradesh

Although over the past century this institution of higher education (estb. 1892) has acquired a reputation for all-round excellence, its law faculty has particularly distinguished itself

Established in 1892 in the eponymous town (pop.1.67 million) in western UP bordering Delhi, Meerut College is one of the oldest institutions of tertiary education in north India. And over the past century this college has maintained its reputation by being designated one of four centres of excellence in Uttar Pradesh (pop.166 million) by UGC (University Grants Commission).

Promoted against the backdrop of a change of heart in the imperial British government which had closed all colleges in Delhi in the aftermath of the Sepoy Mutiny of 1857, Meerut College fulfilled the higher education aspirations of the region and perhaps provided the British administration a much needed local human resource pool.

Inaugurated by then commissioner A.H. Herington, the college began its innings with 70 students and five teachers. Thereafter, it grew rapidly and steadily multiplied the number of its study programmes. Moreover, over the century past its alumni who include educationist Dr. B.R. Chatterjee, former prime minister Chaudhury Charan Singh, former Union HRD minister Dr. Murli Manohar Joshi, former Indian High Commissioner to Pakistan, Pt. Sita Ram, former foreign secretary Shushank, noted Urdu poet Bashir Badr, leading constitution law luminary S.C. Kashyap and Prof. R.S. Sirohi, former director of IIT-Delhi besides a host of top judiciary and armed forces officers, have done Meerut College proud.

Spread over 51 acres, Meerut College has an interesting history. Initially it was affiliated with Kolkata University, then with Allahabad and Agra universities respectively. However in 1964, after Meerut University was constituted, it was the first college to be affiliated to the new university which was rechristened Chaudhury Charan Singh University in 1964. Currently its sprawling campus which houses sports and hostel complexes provides excellent facilities for its 16,000 students instructed by a faculty of 200.

Although essentially an undergraduate arts, science and commerce college with 80 percent of its students enrolled in undergrad degree programmes, Meerut College also offers postgrad courses. The college provides research and postgraduate facilities in diverse faculties including humanities, science, commerce, law and education. "We are committed to keep alive our legacy of continuous improvement through the promotion of excellence. This commitment has borne fruit and is reflected in the UGC declaring this college a centre of excellence," says Dr. S.K. Agarwal an alumnus of Meerut College and currently principal of his alma mater.

Although over the past century this institution of higher education has acquired a reputation for all-round excellence, its law faculty has particularly distinguished itself for delivering high quality legal education. A contributory factor behind this happy denouement is the heavy investment made in its infrastructure. Meerut College has the distinction of being the only law college in India with a fully furnished moot court with a capacity to seat 700 when in session. Moreover the law school also has a national library with 25,774 volumes and journal subscriptions. Currently Meerut College offers 23 undergrad study programmes and 22 postgrad diploma programmes in three streams — arts, science and commerce. However by common consensus its legal education is its stellar attraction.

In terms of infrastructure too, Meerut College which receives an annual grant of Rs.1 crore from the state government, is surprisingly well endowed. Facilities include residential accommodation in six hostels with a capacity of 760, two swimming pools, playgrounds for field games (cricket, hockey, football and athletics), a central library, 11 departmental libraries, 30 labs, a cultural centre and two auditoriums. "We take particular care to ensure against infrastructure lags. Currently we are in the process of providing internet connectivity to all departments and faculties and have already equipped the commerce department with 50 computers," says Agarwal.

The first government college in UP to introduce campus recruitment and offer a career placement cell, future plans include giving a major thrust to postgrad research activities as also augmentation of the central library. With caste politics and Hindi language chauvinism having made sanskritised Hindi all pervasive, Meerut College offers the hope of leading a higher education revival in India’s most populous and educationally backward state.
